The Research and Development Committee (R&D Committee) is responsible to the Medical Center Director for maintaining the highest standards throughout the facility's research and development programs required by: VHA HANDBOOK 1200.01

Such standards include:
the scientific quality of research and development projects,
the rights of human subjects involved in research,
laboratory safety, and
the welfare of animals used in research.

The R&D Committee advises the Director on professional and administrative aspects of all funded and unfunded research activities within the facility.

The Institutional Review Board (IRB) prospectively reviews research proposals involving human Subjects paying particular attention to ethical, moral and human safety issues to ensure full compliance with the facility human research protection program. The IRB is ultimately responsible to protect the rights and welfare of all research subjects.

The IRB reports its findings to the Research and Development (R&D) Committee.

The Subcommittee on Research Safety and Biosafety (SRS&B) reviews research proposals involving biohazards, pathogens and/or etiologic agents corresponding to BSL Levels 1-4, organisms and viruses containing recombinant DNA, chemical hazards, physical hazards utilizing a completed Appendix G, Research Protocol Safety Survey Form. The SRS&B ensures that research involving such agents conform to regulations promulgated by:
Environmental Protection Agency (EPA)**;
Nuclear Regulatory Commission (NRC)**;
National Institutes of Health (NIH)**;
Center for Disease Control and Prevention (CDC)**;
Occupational Safety and Health Administration (OSHA)**

The SRS&B also ensures that the VA research laboratory operations conform to accepted safety standards.

Proceedings of the SRS&B are reported to the Research and Development (R&D) Committee.

The Institutional Animal Care and Use Committee (IACUC) reviews the use of live vertebrate animal subjects involved in proposed and ongoing research proposals. Reviews include the appropriateness, quality and availability of animal models selected, humaneness of the proposed procedures and optimal utilization of animals housed in the Animal Research Facility (ARF).

It reports to the Research and Development (R&D) Committee.
