David J. West, MSHA, FACHE
Network Director VA Health Care Upstate New York (VISN 2)
Mr. David J. West was appointed to the position of Network Director, VA Healthcare Network Upstate New York (VISN 2), on June 5, 2011. Mr. West had served as the Interim Network Director since October 3, 2010.
Mr. West was the Medical Center Director for the Bath VA Medical Center from May of 2007 to October 2010. Prior to being appointed Director for the Bath VA, Mr. West served as the Associate Director at the Washington, DC VA Medical Center.
Mr. West began his career with VA in 1987 at the Washington DC VA Medical Center as a Radiologic Technologist.
Over the years, Mr. West has held positions of progressively greater responsibility. He has been the Director of Primary Care at the Lebanon, Pennsylvania VA Medical Center; Director of the Business Office and the Executive Officer at the Washington DC VA Medical Center.
Mr. West served in the U.S. Army from 1973 to 1978. He holds a Master of Science degree in Health Services Administration from the College of St. Francis in Joliet, Illinois. In 2005, he became a Fellow in the American College of Healthcare Executives and serves on several national and Veterans Integrated Service Network (VISN) level committees and task forces. He is the recipient of numerous performance and special achievement awards.

Lawrence H. Flesh, M.D.
Chief Medical Officer
Dr. Flesh was appointed Chief Medical Officer for VA Health Care Upstate New York (VISN 2) in 1998. Prior to his appointment he was Director of the Albany/Stratton VA Medical Center from 1996-1998. His career at the Albany VA included the position of Chief of Staff from 1984 to 1996; Assistant Chief of Staff from 1983-1984 while continuing to serve as Chief, Nuclear Medicine from 1978-1984; and Staff Physician in Nuclear Medicine from 1976-1978.
Dr. Flesh’s credentials include Distinguished Fellow of the American College of Physician Executives, Certified Physician Executive (CPE), Diplomate of the American Board of Medical Management, Fellow of the American College of Healthcare Executives and Certified Healthcare Executive (CHE). He has served as a member on the Veterans Health Administration Under Secretary for Health, Field Advisory Board; Board of Directors of the Northeastern New York Hospital Council, and the New York State Department of Health Institution Review Board. He is a past President of the National Association of VA Chiefs of Staff and a graduate of Leadership VA in 1980.
Dr. Flesh has been involved with Radiation Accident Preparedness since his initial training at REACTS, Oak Ridge Associated University, in 1981. He completed the Non-resident Nuclear Hazards Training Course, given by the U.S. Air Force, in 1992, and is the Department of Veterans Affairs' Medical Emergency Radiologic Response Team (MERRT) Team Leader. He lectures frequently on Radiation Accidents.
Dr. Flesh received his medical degree from Downstate Medical College, SUNY, Brooklyn, NY, in 1972. He served a sub-internship in Surgery at Kings County Hospital, Brooklyn, NY, from 1971-1972 and continued his residency in Surgery at Albany Medical Center from 1972-1973. Other residencies include: Nuclear Medicine at Strong Memorial Hospital, Rochester, NY from 1974-1975; Nuclear Medicine at Albany Medical Center, Albany, NY from 1975-1976. He is a Diplomate of the American Board of Nuclear Medicine. |

Darlene Delancey, MT ASCP, M.S.
Deputy Network Director
Darlene A. Delancey MT ASCP, M.S. has been named Deputy Network Director for VA Health Care Upstate New York. She had previously held the position of Network Education and Learning Officer.
Ms. Delancey has been employed by the Veterans Health Administration (VHA) for the past 23 years. She began her career in 1988 at the Stratton VA Medical Center, where she held the position of Coordinator of Medical Center Education and was responsible for all employee education and Associated Health trainee education. During her time at the Stratton VA Medical Center she also served as the Executive Staff Assistant to the Medical Center Director.
Ms. Delancey joined Veterans Integrated System Network 2 (VISN 2) in July of 1999. Some of her accomplishments include:
- Managing and coordinating Medical Centers and Network programs budget hearings. Managed the proposals and distribution of supplemental funding received from VA Central Office.
- Systems redesign project coordination (Six Sigma, Advanced Clinic Access, Deep dives). Managed the process improvement initiatives for Network 2 to ensure we were exceeding our quality measures.
Ms. Delancey has a BS degree in Medical Technology and a Master of Science Degree in Program Development and Evaluation and Adult Education from the University of Albany.

Thomas W. Sharpe
Chief Financial Officer
Mr. Sharpe started his career with the Department of Veterans Affairs at the Albany/Stratton VA Medical Center in 1989. In 1993 he accepted a position at the Castle Point VA Medical Center as Chief of Accounting. He returned to the Albany/Stratton VA Medical Center in 1998 as Program Analyst working on VA’s Decision Support System program. Mr. Sharpe was selected in 2004 as VA Health Care Upstate New York’s Accounting Officer and in 2007 was selected as their Chief Financial Officer.
